The claim window for Basic Payment Scheme (BPS) 2023, the final year of BPS, opened on 14th March, with the deadline for claims and entitlement transfers being midnight on 15th May 2023.
This year’s claim process remains the same as in previous years:
- you must have eligible land at your disposal and hold entitlements on 15th May 2023
- the submission of a BP5 claim form either by paper or, preferably, online through the Rural Payments portal, which you will need to log into with your Customer Reference Number (CRN) and password
As in previous years, BPS claims will be accepted up to 9th June but subject to late claim penalties, and amendments can be made (without penalty) to already submitted claims.
The payment window for BPS 2023 is from 1st August to 30 June 2024. The payment will continue to be made in two payments: 50% August and the balance in December. As in the previous transition years, reductions will apply to the 2023 payments as set here;
You could be forgiven for thinking this is a normal year but it is very important that you submit a claim this year to ensure that you are eligible for delinked payments in 2024 to 2027. If you have applied and not yet completed a Lump Sum Exit Scheme application, you may want to apply in 2023 to safeguard your payments. If you proceed with the Lump Sum Exit Scheme any BPS payments made will be deducted from the lump sum value due.
Cross Compliance rules continue to apply for the year 1 January to 31 December 2023, but will not apply under Delinked Payments. However, most of the Cross Compliance standards are legal requirements under other English Laws and will be enforced through those mechanisms from 2024.
